Minute Book 3: 1728-November: Problems Continue at Oswego

The last entries for 1728, dated November 9 and 26, show that nothing had been solved at Oswego. The bateaux that were now the preferred means of transporting provisions had not been able to take up enough stores for the garrison for the winter, so the commissioners agreed with someone to bring more “with all Speed.” Captain Bagly told them that the garrison’s boats were in such bad shape that they could not be mended.  At least six new ones needed to be made.

The commissioners wrote to the governor informing him about all this. They also sent him information about Laurence Claessen’s report on the land at Oswego that the governor had requested from the Six Nations, but the entry in the records provides no details.

Minute Book 3: 1728-October Part 1: Governor Montgomerie’s First Conference with the Six Nations, Schaghticokes, and “River Indians”

Governor John Montgomerie’s first conference with New York’s native allies  began on October first.  The records contain two versions. What was probably the official version begins on page 299a of the records and is printed in DRCHNY volume 5, beginning at 5:859. Another version, likely a first draft, begins on page 263 of the records. It is worded a little differently but the sense is the same.

Land at Oswego for the English to Raise Food, Evidence of Haudenosaunee Orchards?

The Haudenosaunee sachims welcomed the new governor in a meeting held before the conference opened. They expressed sorrow over the death of King George I and celebrated the succession of George II in a speech that is interesting because it uses metaphors related to the cultivation of fruit trees, including grafting branches and covering roots, suggesting that these techniques may have been part of their practices during this period. The conference opened the next day with a speech by the new governor, who described his difficult five-month journey across the Atlantic before conveying greetings from the new King of England and renewing the covenant chain in his name.

Governor Montgomerie then asked to have land at Oswego marked off for the English to raise food for the troops. The Six Nations (Haudenosaunee) agreed to this idea, naming Laurence Claessen as the best person to assist with measuring and marking the land.  They refused to say how much land they would provide, explaining that they needed to consult with people not present at the conference before they could give a figure. No mention was made of a sale and no deed was signed. The orders given to Laurence Claessen after the conference ended instruct him to carry out a precise survey of “as Large a Tract of Land at Oswego as possible you Can” and bring it back to the commissioners.

A Compromise on Alcohol

Besides discussing the land, the parties renewed the Covenant Chain with each other, exchanged gifts including wampum, and went over issues familiar from previous conferences. The Haudenosaunee asked the new governor to prevent traders from bringing alcohol to their country because it was leading to violence and even murders. He insisted that the traders needed to bring rum to refresh the soldiers at Oswego and asked them not to molest the traders. Eventually they agreed to the use of alcohol at the Oswego Trading House and Montgomerie agreed to forbid the English to take it to the communities of the Six Nations. The Haudenosaunee also asked that the traders sell pure rum rather than mixing it with water. It is possible that the illness that still afflicted the troops at Oswego was related to problems with Oswego’s water supply which could affect rum if the tainted water was used to dilute it.

Who Defends Fort Oswego Against the French?

The governor also asked the Haudenosaunee to protect Fort Oswego against possible French attacks. They responded that it was their understanding that it had been constructed to protect them rather than for them to protect. Eventually they agreed to assist with its defense, acknowledging their experience with French attacks. They urged   the English both to make sure that the traders bring guns and ammunition to Iroquois and to keep military supplies on hand at Albany in case of need. Both sides promised to support each other and boasted of their military prowess.

The governor also urged the Haudenosaunee not to join the French and their allies in the war against a “Remote Nation,” probably meaning the Meskwaki (Fox). They asked for cheaper prices for goods and requested Joseph Van Size and Hendrick Wemp to work as smith and armorer in their country, adding that the French smith there was old and going blind.

Anglo-Dutch Farmers Encroach on Schaghticoke Lands

Governor Montgomerie renewed the Covenant Chain in a separate conference with the Schaghticoke and River Indians, for which they thanked him. He urged them to bring back those of their nation who had moved away, but they explained that it was difficult because they had less and less land at Schaghticoke to plant on. They told him that recently their European neighbors had planted on the Scaghticoke’s land, allowed their cattle to destroy Schaghticoke crops, and carried off corn from their fields. The governor asked for the names of the trespassers so he could punish them.

Minute Book 3: 1727-August: Diplomacy North, East, and West; Tensions at Oswego

In August the Commissioners for Indian Affairs held three significant meetings with delegates from Kahnawake to the north, Asskantekook to the northeast, and the Seneca town Onnahee to the west. By “Asskantekook” they probably meant Arsigantegok, the Abenaki community on the St. Francois River now known as Odanak, although it is possible that they were referring to Arossagunticook on the Androscoggin River in Maine. The Seneca representatives reported on negotiations with nations even farther west. The commissioners also continued attempted to maintain and protect Fort Oswego, where bad weather, illness, and shortages of food continued to be serious problems along with threats from French Canada.

Some Kahnawake Residents Want to Move to Saratoga

The commissioners reported to Governor Burnet on August 3rd that two canoes of “Cachnowage Indians” had arrived in Albany. A man from this group provided detailed information about the efforts of the French Governor to engage both the Six Nations and Kahnawake to attack the English.  The governor used a “great belt of wampum” to tell people at Kahnawake not to go to Albany any more, saying they had no business there. The Indians pointed out that goods were cheap at Albany, but the governor went on to complain about the new house at Oswego and ask for their help in destroying it. After bragging about the “grandeur of the french and their war Like Actions” the governor and the priest together urged them to kill “only one man Either at New England oswego or Albany.” The wording of the report is a little confused, but it appears that some people at Kahnawake agreed to help destroy Oswego, although one person told the priest that if he wanted them to kill people he should do so himself.

The French Governor also addressed some Onondaga (written as “Onnondade) sachims and told them that France had a just claim to their castles because it had cut them all off, presumably referring to the wars of the 17th century. However the French were kind and would allow them to enjoy their country without building among them. He contrasted this to the English who began with a small wooden house, but then built the stone house at Oswego, demonstrating that they planned to cut the Six Nations off.  The French governor went on to say that the King of Great Britain had asked the King of France to join him in cutting off the Six Nations, but France had refused.  He urged the Onondagas not to agree to the house at Oswego, pointing out that the English had built in the Mohawks Country “above Saraghtoge” and all the Mohawk land was gone.  The English intended to deprive them of all their lands, which would leave them in a miserable condition.

The Indian who provided the information said that if he could be given land somewhere at Saratoga, he would leave Canada and move there with eight men and their families.  Moreover, “a great many Indians would Come to Live there if there be land & a Minister comes.” He asked the commissioners to convey this request to Governor Burnet. In their letter describing this meeting, the commissioners told Burnet that there might be some suitable land “within the bounds of Saragtoge,” a large area at the time. They believed that if this plan could be put in effect, it would enhance the security of the province.

The spokesman at this meeting was probably the Kahnawake leader Sconondo, who led previous delegations from Kahnawake and who would move to Saratoga from Kahnawage in February 1728. While he may have moved because he supported the English more than the French, it could also have been to protect Mohawk interests in Saratoga in response to a growing English presence there.

Negotiations Between Albany, Boston, and the Eastern Indians of Assekantekook

In early August some sachims from Assekantikook appeared in response to a secret (“under the ground”) invitation that the commissioners had sent east in January, which reached them on March 1st. The meeting is recorded in Dutch with an English translation.  Speaking on behalf of three “castles,” they affirmed their friendship with Albany and agreed to keep the path open between them.  They said that they had sent two delegates to Boston to discuss peace with New England to put an end to Dummer’s War. The commissioners welcomed them, thanked them, and assured them that the path would be kept open between them.  They hoped that peace would be concluded with New England as well.  The commissioners also said that as they knew, the French were objecting to the new building at Oswego. They asked that Assekantikook stay out of this affair and refuse to let the French persuade them to attack the new house; otherwise the path that had now been cleared might become stopped up again. They encouraged them to come and trade at Albany.

Negotiations between the Senecas, Albany, Tionondadie, and Four Nations of Far Indians

Two Seneca sachims from Onnahee also arrived early in August and reported on another group of negotiations.  The Jonondadees (also spelled Jenundadys, probably meaning the Jenondadies or Tionondadies) from onnessagronde (possibly Tuchsagronde, that is the vicinity of Detroit) sent four strings of wampum to the Six Nations and the commissioners and the Six Nations. They told them that they had gone to the Flatheads to make peace and were returning three Flathead prisoners.  They also told them that they had met with the four nations called Medewandany, Nichheyako, Wissesake, and Jonondadeke to become friends and enter into good relations with New York, or as the commissioners put it “to persuade them into the interest of this gvernment.”  The Onnahee sachims asked their rich and well-stocked brothers of Albany for additional goods to use in negotiating similar agreements with other nations. Finally they asked to be supplied with a smith and stock maker, specifically requesting a man from Schenectady named Joost Van Sysen.

The commissioners welcomed them on behalf of Governor Burnet and thanked them for the work they had done to bring new nations into an alliance that was equally beneficial to New York and the Six Nations. They also brought up the new house at Oswego, pointing out that it would protect the Six Nations from potential French attacks.  They asked them to protect the new building if the French or their allies attacked it.  They also promised to provide a smith.

Illness and Shortages at Oswego

Governor Burnet continued to work to ensure that the fort at Oswego was a success, sending provisions himself when the Palatines ran short.  By now there seems to have been a drought in New York and water was low in the rivers, making it hard to transport boats, and even in mill streams, making it hard to grind corn. Captain Collins, Major Symes, Col. Groesbeeck, and Captain Nicolls, all worked to keep provisions flowing to the troops at the new fort. They hired carpenters to make more “batoes,” rented canoes, and hired men to help the soldiers transport goods to Schenectady and from there to Oswego. The commissioners also sent more ammunition and presents for the Indians. But on August 10th, Captain Evert Bancker came back to Albany, too ill to return to Oswego. Twelve men in Captain Nicolls’ New York detachment were also sick and the rest refused to go to Oswego. At Schenectady Major Symes informed the commissioners that out of two companies he could only find twelve men to help transport supplies, so the commissioners hired additional people at Albany. They informed the governor about all of this and told him that they sent twelve soldiers and eight inhabitants with provisions from Schenectady, but they turned back.  They planned to set out again with additional men. The commissioners urged Governor Burnet to post six New Yorkers and six “trusty Indians” to “lay at Oswego.”

The French and English Make Proposals to the Six Nations

Upon hearing that the Six Nations was about to meet at Onondaga to consider proposals from the Governor of Canada, the commissioners sent Captain Philip Schuyler and his brother Peter Schuyler to Onondaga with Laurence Claessen. They travelled “a horse back” in order to get there quickly.

Minute Book 3: 1726-October: The French Undermine Haudenosaunee Peace Efforts Between the Abenaki and New England

In October the Kahnawake leaders Sconondo and Cahowasse came to Albany from their home near Montreal. They told the commissioners that they had been at Fort La Mot in Corlaer’s Lake (probably Isle La Motte in Lake Champlain) where they met a group of ojonnagongee (Eastern Indians / Abenaki) from St. Francis (Odanak) who were on their way to tell their compatriots who were out hunting that they should come home. They told Schonondoe and Cahowasse that they had been at Quebec, where they met the new French governor. The new governor summoned the chiefs of nine castles of the Eastern Indians (meaning Abenaki nations) and asked which of them had made peace with New England.  The three castles who admitted to making peace were accused of turning English. The governor said France would no longer protect them and would order their resident priest to leave. The governor said he would protect the other six castles, provide them with powder and other goods, and give them what they needed to continue the war against the people of New England who had taken Abenaki land “to which they have no Manner of Right.” Four parties of Eastern Indians who formerly lived at Norridgewock had gone out fighting against New England. The commissioners conveyed this news by an express to Massachusetts Governor Dummer and to Colonel John Stoddard at Northampton.

To put this entry in context, Norridgewock, an Abenaki community on the Kennebec River in what is now Maine, was the location of a French mission headed by Father Sebastian Rale, who encouraged the Abenaki to resist New England encroachments on their territories.  The warfare between the Abenaki and New England during the 1720s is known both as Father Rale’s War and Dummer’s War.  Father Rale was killed and scalped by the English when they attacked and burned the mission in 1724.

The new French governor is not named, but presumably means Charles de la Boische, Marquis de Beauharnois, who replaced Philippe de Regaud Vaudreuil as Governor-General of New France in 1726.

1726-10-14I suspect that Sconondo is the father of John Skenandoa, c 1706-March 11, 1816, the Oneida chief who was active during the Revolutionary War.

Minute Book 3: 1726-September pt.1: Governor Burnet Holds a Conference and Obtains a Questionable Deed

1726-9-7In preparation for the conference held September 7-14, Governor William Burnet issued a proclamation that prohibited giving liquor to Indians  or trading in Indian goods to be used as presents, thus maintaining control over goods that might influence native decision makers. The proceedings printed in Documents Relative to the Colonial History of the State of New York, Volume 5, beginning on page 786, are substantially the same as the version in the records of the Indian Commissioners. I have not transcribed them, but they are summarized below. DRCHNY also includes a letter that Governor Burnet sent to the Lords of Trade (p. 783 et seq.) along with the treaty, in which he explains that his main goal was to prevent the Six Nations from authorizing the French fort at Niagara. He added some related correspondence between himself and the Governor of Montreal and a questionable deed to Seneca, Cayuga, and Onondaga lands (DRCHNY 5:800) negotiated secretly with a small group of sachims at the end of the conference. The deed is not part of the records of the Indian Commissioners.

On September 7th Governor Burnet held a private meeting with his staff and a small group of two sachems from each of the Six Nations. Part of the record of this meeting is written out as a series of queries and answers, a different format from the usual one in which wampum belts were presented on specific points and the other side would consider them before responding to them as a group. Burnet, or whoever wrote up the minutes of the meeting, may have structured it this way in order to create a record that supported the idea that the Six Nations were subject to British dominion and the governor could query them as he would do with a subordinate official.

At the private meeting, the Onondaga speaker Ajewachta recounted how the French envoy “Monsieur Longueuil” (Charles Le Moyne de Longueuil, 1687-1755) had presented the building at Niagara as a trading house to replace an existing bark house that had fallen into disrepair. According to Ajewachta, the Onondagas agreed to it despite objections from the Senecas who actually owned the land. Ajewachta tried to reassure Governor Burnet that the region encompassing Niagara and Lake Ontario, would remain “a path of peace for all christians and Indians to come and go forward and backward on account of Trade.” He said the Six Nations told the French that they held firm to the alliance with the English as well as to peace with the French.  They wanted the French and the English to settle any disagreements “at Sea and not in [the Six Nations’] Country.”

When Governor Burnet asked the sachims whether they were not sorry that they had agreed to the new building at Niagara, they said Longueil had won them over but they immediately regretted it. They described the extensive negotiations between them and the French in which the Onondagas had tentatively agreed to the French request., but subject to the approval of the rest of the Six Nations and void if they disallowed it. A Seneca Sachim named Kanakarichton verified that the land at Niagara belonged to the Senecas along with land on the other side of the lake. Nonetheless, the French who came to build the fort insisted on finishing it even while the Six Nations were still discussing the situation with the French governor through the interpreter Jean Coeur (Louis-Thomas Chabert de Joncaire). When the building was finished it would be staffed by 30 soldiers as well as officers and a priest.

The Six Nations also said they had heard that two Frenchmen had asked an unidentified nation living on the Ohio River to take up the hatchet against the Six Nations on behalf of the French, but that nation had refused. The Frenchmen told them that papers were going to circulate to Philadelphia, New York, Albany, and Montreal about an agreement between the French and the English to cut off their nation once the fort at Niagara was complete, but the warriors burned the papers, preventing it. They also heard ominous things from Canada about proceedings between the French and the English, and asked Governor Burnet what news he had heard. Finally they said the traders in their country were cheating them by selling water disguised as rum that went bad in a day or two.

Governor Burnet promised to send someone to oversee the trade to prevent cheating. He explained that France and Great Britain were currently allies who were going to war with Spain.  He read them the text of a letter that he had sent to the governor of Canada about the Treaty of Utrecht, which required the French in Canada not to hinder or molest the five Nations or their allies and guaranteed free trade for all. After Governor Burnet encouraged them to do so, the 12 sachims asked him to contact King George and request him to write the King of France to object to Fort Niagara. Burnet closed the meeting by stating that what had transpired would now be stated publicly.

Two days later proceedings resumed with a full gathering of all the representatives of the Six Nations, Governor Burnet, the Commissioners for Indian Affairs, and aldermen from the City of Albany. Governor Burnet, who had been studying the French works on the subject, reviewed in detail the history of the wars between France, its native allies, and the Six Nations, as well as their peaceful relations with the English. He told them that the King of Great Britain was their “true father” who had always fed and cloathed them and provided them with arms.  He renewed the Covenant Chain and gave them a belt of wampum.

Governor Burnet told the gathering that Monsieur Longueuil (Charles Le Moyne de Longueuil, 1656-1729, Governor of Montreal, whose son of the same name was in charge of Fort Niagara) had sent him a letter claiming that the Six Nations had unanimously agreed to the new fort at Niagara, but the Six Nations now said they were afraid the fort would enable the French to keep them from their hunting grounds and prevent the far nations from coming to trade.  He explained the free trade provisions of the Treaty of Utrecht and said he would convey the Six Nations’ complaints about Fort Niagara to King George, who would ask the King of France to review whether it violated the Treaty of Utrecht. If the fort was in violation it should be removed.

Governor Burnet also said that when he conveyed a request from the Six Nations to the governor of Virginia to set up a meeting, Virginia and South Carolina had complained about attacks on their frontiers by Tuscaroras and others. Burnet asked that the offenders be punished. In particular the Senecas attacked an English trading house called Constichrohare at Characks (Cheraw) and captured an Indian boy who was the slave of Nathaniel Ford along with guns, blankets and powder.  The goods and the Indian slave should be delivered to Peter Barbarie, who would reimburse the captors in the name of the owner.  Burnet asked the Six Nations not to allow “French Indians” to pass through their country in order to attack the southern colonies.

Kanakarighton responded for the Six Nations. After renewing the Covenant Chain, he said that the Six Nations had already asked the Governor of Canada to stop building the fort at Niagara.  They now came to the English “howling” because the French were building on their land. He presented a belt to the governor and asked him to write to King George as soon as possible to have the fort removed.

Kanakarighton notified Governor Burnet that Jean Coeur was expected soon at Onondaga, where he would probably spread negative rumors about the English. He asked Burnet to send a “Man of Experience” to Onondaga to hold a meeting with Jean Coeur in front of the Six Nations. It should be conducted  speaking “nothing but Indian between the brother Corlaer and the French, every one to answer for himself concerning what ill Reports he shall have spread” in order to get to the truth and “know who is the lyar.”

Kanakarighton acknowledged Burnet’s concerns about frontier attacks on Virginia and South Carolina. He said that Senecas, Mohawks, Tuscaroras, and “French Indians” were all involved, but their intention was only to pursue Indian enemies present in the trading house that was attacked. The slave that Governor Burnet wanted returned had been given to “Indians who live on a Branch of Susquehannah River, which is called Soghniejadie.” He suggested that the English look for him there themselves because the place was “nearer to you than us” (probably meaning nearer to Virginia.) He asked that the attacks be forgiven as merely accidents committed without the approval of the sachems and agreed to try to stop French Indians to travel through Iroquoia to go fighting.  He pointed out that the English must do their part “for many go fighting thro’ Albany to the English Settlements, who do not come thro’ the Six Nations.

Kanakarighton concluded by adding to what Burnet had said about the history of relations between the Six Nations and the English. They arose through trade at a time when goods were cheap, but now goods had become expensive. He asked for cheaper prices, especially for powder.  Moreover, now that the Six Nations had agreed to let the English trade (“place Beaver Traps”) on the Onondaga River, they had been deceived, since traders there sold river water as rum for a high price. But instead of asking for better rum, he asked for no rum, since it was causing quarrels between married couples and between young Indians and sachims. When Indians from beyond Iroquoia wanted rum, they should come to Albany for it as they used to do, while traders to the Six Nations should bring powder and Indian goods for the same price as they would cost at Albany.

Finally he conveyed a request from the Senecas that Myndert Wemp return to their country as a smith along with an armorer, Andries Nak, who should be taught to speak their language.

Governor Burnet agreed to ask King George to persuade the King of France to remove Fort Niagara.  He did not agree to send a representative to Onondaga for a meeting with Joncaire, claiming that the Six Nations’ own experience should be enough to show that French reports about the English were false. However, he said he would send someone to the Senecas for the winter to address their concerns. He said he would tell the governor of Virginia what the Six Nations asked (that frontier incidents be forgiven) but the best way to prevent Virginia from taking up the hatchet was to stop such attacks. Burnet said he could not control what merchants charged for their goods, and refused to stop selling rum on the Onondaga River.  However, he would post someone there to oversee the trade and prevent cheating, and would ask Myndert Wemp to return to the Seneca country as a smith along with an armorer. He wished them a good journey home, told them he was providing them with a “noble Present” from the king, and explained that rum and provisions would be given to them for their journey after they were “past Schenectady.”

Burnet also held a brief conference with the River (Mohican) and Schaghticoke Indians the same day, condoling two sachims who had died, and recommending Wawiachech to replace them, renewing the Covenant Chain, and admonishing them to stay at Schaghticoke and not go to Canada.  They thanked him and explained that the people who left for Canada were fleeing debts, but those who remained would live and die at Schaghticoke.

On September 14th Burnet held another private conference, this time with two sachims each from the Senecas and Onondagas and three from the Cayugas, but no Oneidas, Tuscaroras, or Mohawks. The names of those who attended are given as Kanakarighton, Thanintsoronwee, Ottsochkooree, DeKanisoree, Aenjeweerat, Kackjakadorodon, and Sadekeenaghtie. Going considerably beyond what had been discussed in the full conference, the small group consented to Governor Burnet’s suggestion that they sign what Burnet called a “deed of surrender” putting their land in trust to the King of England to be protected for the use of their nations.

A deed was signed, becoming part of the “Original Roll in the Secretary of State’s Office” in Albany and later printed in DRCHNY 5:800. No copy was kept in the records of the Commissioners of Indian Affairs, which generally did not include deeds. Peter Wraxall was not aware of the deed when he wrote his Abridgement, which discusses the September 1726 conference on p. 168-169.

In his letter to the Lords of Trade sent with the treaty, (DRCHNY 5:783-785) Governor Burnet explained that he did not tell the Mohawks or Oneidas about the September 14th meeting, since their lands were not at issue and if he told them the French might learn about it sooner. Burnet told the Lords of Trade that he pursuaded the New York Assembly to agree to his proposal to build an English fort at the mouth of the Onondaga River (Oswego). Once it was built he intended to meet the Indians again and get them to publicly confirm the deed, which “some of them have signed.” Thus he acknowledged that it required further confirmation.  The deed surrenders the land to be “protected & Defended” by the king for the use of the three nations. It says nothing about building forts. At Burnet’s conference with the Six Nations in 1724, he had succeeded in getting them to agree reluctantly to a trading house at Oswego, but not to a fort.

Minute Book 3: 1725-August

The next letter from the Commissioners to New York Governor Burnet passed on several items of news. The Six Nations had sent delegates to meet with the governor of New France and there was speculation that they might sell the land on the Oswego River (which they called the Onnondage River) where Albany traders were trading with “Far Indians” from beyond Iroquoia.

David Van Dyck and Goose Van Schaik had been to Canada where they learned that four people from Schawenadie were the culprits in the death of Williams, a soldier from Mount Burnet who had been missing for some time. Kahnawage was very concerned and was sending envoys to Albany.

The Six Nations had sent 100 men to Virginia, where they planned to take revenge for the deaths of 150 of their people who had been killed by the English and their indigenous allies.

The commissioners continued to issue summonses to people who were suspected of trading illegally with the French, with little success. Strowd blankets were still being sold to the French, but now the traders were using the Oswego River location as well as Albany to carry on this trade.

The commissioners also told the governor that six French soldiers had deserted from Montreal and come to Albany. They were allowed their freedom to stay there and work, pending instructions from the governor about what to do with them.

The commissioners said it would be difficult to give the governor an exact account of how many furs have been traded at Lake Ontario, what had come from Canada, and the value of goods carried to the west, because many traders refused to provide information. They were confident, however, that profits were high and the number of skins was more than what had come (illegally) from Canada.

Minute Book 3: 1725-March

A Conference With Kahnawake, Schawenadie, the Kaniengeha’ka, and Albany

On March 13 the commissioners met with five leaders from Kahnawake (spelled Cachnawage in the records) and Kahnawake’s ally Schawenadie, in this case spelled Scanrinadie. (My best guess is that Schawenadie is the Iroquois name for the community that gradually relocated in the early 18th century from the Island of Montreal to Lac des Deux Montagnes on the Ottawa River nearby, becoming known as Kanesetake.) Some Kaniengeha’ka (Mohawk) leaders were also present. The record of this conference is a good example of the ongoing diplomacy between Iroquois communities in the Saint Lawrence Valley, the Six Nations, New France, and Albany that was conducted outside the initiatives of English governors. It also shows how events in Dummer’s War looked from a native perspective and confirms that Burnet was wrong when he accused the Albany traders of manipulating the Six Nations into objecting to Burnet’s plans for a trading house at Oswego. In reality those objections reflected the Six Nations’ valid concerns about the situation, concerns that Albany shared. The conference is omitted from Peter Wraxall’s  Abridgement except for a brief reference to the information provided about French plans. I have not found that it is printed anywhere else.

The Iroquois Object to Shifting the Fur Trade to Oswego

The speaker was Ondatsagto (possibly the Oneida leader Ondatsighta).  The minutes say he spoke for Cachnawage and Schawendie, although he seemed at times to speak for the Haudenosaunee as a whole. He began by saying that he was glad that some of the Maquas (Kaniengeha’ka or Mohawk) sachems were present. After explaining that “we are but youngsters, our ancestors understood affairs better than we,” he said that they would speak plainly. The ancient friendship among the parties was declining as though they were no longer brothers. They came to rekindle the fire at Albany, long established as the place to treat about matters of public concern.

Ondatsagto went on to explain that Kahnawake had six sachims, two of whom had been made “children” of Albany who were responsible for telling the commissioners if there was a threat to them. One of them had died and the commissioners had appointed someone to take his place. He was now present and would convey important information.

Ondatsagto next referred to the treaty conference held the previous year with Governor Burnet. New York had asked the Iroquois to persuade the Eastern Indians to end their war with New England. Ondatsagto said that the Iroquois had tried to end the war, but their efforts were undermined by the news that New England had taken an Eastern Indian town. This news made the Iroquois ambassadors ashamed. The Eastern Indians accused them of being spies because they remained at peace with New England while it subjected the Eastern Indians to a bloody war. Ondatsagto reproached the commissioners with not keeping their promise to write to the governor of New England to ask him to stop his people from attacking the Eastern Indians.

Next Ondatsagto said that D Cannihogo, the Kahnawake leader appointed to maintain ties between New York and Kahnawake, now had news for them. Kahnawake had learned that at the treaty the previous year, Governor Burnet insisted on his plans to build a trading house at the mouth of the Onnondaga River (Oswego) over the objections of the Six Nations, who wanted it to be located at the west end of Oneida Lake. But there were serious problems with Burnet’s desired location. It was already in use by the French to travel from Montreal to the “far nations” beyond Iroquoia, and was first possessed by them. The Governor of Canada would undoubtedly destroy any English trading house built at that location, which could trigger a conflict between the French and the English.  Ondatsagto advised the commissioners to keep the trade at Albany. They would get more beaver that way, and the French might be persuaded not to build their proposed fort at Niagara. On this proposition he gave a large belt of black wampum. The recorder first wrote and then crossed out that if the English insisted on their location a war would ensue and destroy the beaver trade.

Ondatsagto reminded the commissioners that the Onondagas had accepted Monsr. De Longueuil, the Governor of Montreal, as their child and allowed him to build a house at Onondaga. Pieter Schuyler then tore the building down, claiming that its construction was a breach of the Covenant Chain. The French could be expected to destroy Governor Burnet’s proposed building at Oswego for the same reason.

The “French Indians,” that is the people from Kahnawake and Schawenadie, then addressed the Mohawks and said their ancestors all lived in one country as one people, but now everyone had gone where they pleased and it was their lot to settle in Canada. They acknowledged a belt sent to them by the Mohawks asking them to keep the Covenant Chain, promised to do so, and said they expected the same on the Mohawks’ part.

The pages of the minutes are out of order at this point and it is possible that some material has been lost.

The Commissioners Response: England Claims the Six Nations as Subjects

Three days later the commisioners responded. They thanked the Sachims for speaking clearly and clearing up “the mistake that happen’d.” It is not clear exactly what they meant. They expressed appreciation that the other Sachims had come with DCannihogo to tell them about the French plans. They renewed the Covenant Chain, assuring all present of their continued friendship, and gave a belt of Wampum.

Then they explained the trading house situation from England’s point of view. They claimed that Pieter Schuyler destroyed the French trading house at Onondaga because Onondaga was on “Land belonging to the five Nations who are Subjects to the King of Great Britain.” The same logic allowed the English to build their house at Oswego on “Land belonging to the English.” The French would not dare to break it down because the two crowns were at peace. They said they would give Governor Burnet the information about the French plans and gave another belt of wampum. If Ondatsagto responded to the commissioners’ claim that the Six Nations were English subjects and England owned the land in their country, his answer is not recorded.

The commissioners said they did not remember promising to write to New England to ask them to end hostilities and they could not do such a thing while the Eastern Indians continued to kill New England settlers. They asked D Cannihogo to continue bringing information.

D Cannihogo said again that the French intended to break down the proposed trading house at Oswego. He added that the Governor of Canada planned to build two ships at Cadaraqui (the location of present day Kingston, Ontario) to be used in transporting furs from Niagara to Montreal, another ship above Niagara Falls to bring furs there, and a strong fort at Niagara itself.

The Commissioners Ask the Governor to Work Directly With the Senecas

The commissioners passed this information on to Governor Burnet in a letter, enclosing a copy of the minutes of the meeting. They asked the governor to give the Senecas presents in order to persuade them not to allow the French to execute their plans for a fort and repeated their suggestion to make an English settlement at Irondequoit (present day Rochester, NY) in order to counter the influence of the French. Significantly, they did not offer to negotiate with the Senecas themselves, a sign of the ongoing tensions between them and Governor Burnet. At the treaty conference the previous year, when the Six Nations objected to Burnet’s proposed location for a trading house, he accused them of being manipulated by Albany traders. Now the commissioners seemed to be trying to put the burden of dealing with the situation back on him.

Minute Book 3: 1724-October

The records for October demonstrate the utter failure of Governor Burnet’s policy prohibiting trade in Indian goods between New York  and the French.  The policy was codified in an act that required traders to take an oath that they were not engaging in the trade, but nearly everyone in Albany was doing so, including commissioners and their relatives. Moreover, the trade was a mainstay of the economy for native people in the area, including the Kaniengeha’ka (Mohawks) both in the Mohawk Valley and in the mission communities on the Saint Lawrence River.

The records document a dramatic encounter that occurred on October 1st, when Lieutenant Edmund Blood and Sergeant Charles Buckley, British officers garrisoned at Mount Burnet, north of Albany, traveled up Fish Creek west of the Hudson River to go hunting. Unexpectedly they came across Nicholas Schuyler and Jacob Wendell in the woods, where they were camping in a tent along with twenty or thirty Indians. They had in their possession 58 pieces of strouds, a kind of cloth that was a staple item in the fur trade. The names and nations of the Indians are never identified anywhere in the documents, but Schuyler and Wendell were both from prominent Albany families. They emerged from their tent, surprised to see the Lieutenant, who asked them where they were going. They said they were headed down the river, but could not produce a permit. The British officers seized the strouds in the King’s name by marking them in chalk with “the Broad Arrow,” and Schuyler and Wendell spoke to the Indians in their native tongue, which the British did not understand. The Indians began to pack up the strowds and the officers stopped them and seized the strouds over again.  Outnumbered, the British officers consulted with each other and decided to return to their blockhouse for reinforcements. Not surprisingly they came back to find the group and the strouds had disappeared. They issued warrants against Schuyler and Wendell to require them to appear and take the oath against trading.

In the meantime, “Mr. Hansen” and Cornelis Cuyler had returned from Canada with 117 backs of beavers and some dressed deerskins. More canoes were still expected. Hansen took the oath, but Cuyler refused, apparently planning to send more strouds to Canada by way of a group of Indians who were in town before he took it. He was fined 100 pounds. Hansen testified that he saw other strouds being delivered to Canada on his trip.

Philip Schuyler, father of Nicholas Schuyler, had still not paid the 100 pound fine assessed against him for violating the act.

The records also show in a letter to Governor Burnet dated October 3rd, that the Six Nations sachems met again with the commissioners following the September treaty with Governor Burnet.  Once again they refused to take up arms on Boston’s behalf. They told the commissioners “that they would still be their friends & adhere to them desiring & Recommending them to make a peace w.t the Eastern Ind.ns by Restoring them their Land and sending them their hostages.”

Governor Burnet was adamantly attached to his trade policy, but opposition was widespread even in London, where a group of merchants had signed a petition to the king in opposition to it. Turning the screws tighter on the Indian Commisisoners, Burnet asked them to respond to the London petition to refute the points that it made.

Minute Book 3: 1724-September

Most of the minutes for September cover a treaty conference with New York Governor William Burnet, the Six Nations, and the Schaghticokes that was held in Albany beginning on September 14th. They are printed in O’Callaghan’s Documents Relative to the Colonial History of the State of New York, volume 5, beginning on page 713. I have not transcribed them because O’Callaghan’s version is essentially identical, but will briefly summarize them here.

On September 14th, Governor Burnet held a private conference with the Six Nations, New York Council member Francis Harrison, and Massachusetts Bay Council member John Stoddard. They discussed what had happened between the Six Nations messengers sent to bring the Eastern Indians to a peace treaty at Boston and the Eastern Indians (Abenaki) at the mission town of St. Francis.

The messengers said that they went first to Montreal and met with the Governor, who wanted to hold the meeting at Montreal so that he could be there. The messengers agreed in order to get an interpreter. While waiting for the St. Francis Indians, they went to Caughnawaga (Kahnawake) until the St. Francis delegates arrived. They invited the St. Francis sachems to come to Albany to talk about peace, but they replied that they could not lay down the hatchet against New England, because New England had taken their land and still held their people prisoner. They said that they would make peace when New England restored the land and freed the prisoners. They suggested that the parties wishing to make peace should come to Montreal rather than Albany.

Governor Burnet reminded the messengers that the Six Nations had told Boston that they would take up arms against the Eastern Indians if they did not comply with their requests. They denied agreeing to this, despite all his efforts,  “they knew not of any promise or Engagement, only that they promised His Excellency to be mediators for Peace.”

1724-9-15

The next day Governor Burnet welcomed the Six Nations in the name of King George and gave them wampum belts incorporating letters of the alphabet. The meanings of many of these initials are somewhat obscure. He thanked them for opening the path for far nations to come trade at Albany, claiming that this meant that goods were now more plentiful for the Six Nations. (While this might have been the case for those in the west, it is questionable whether things were working out equally well for the Mohawks). He noted that he had also improved the passage at Wood Creek where goods were carried from the Mohawk River watershed to Oneida Lake and eventually Lake Ontario by way of the Onondaga River (now called the Oswego River), a bottleneck for trade to and from the west.

Governor Burnet also said that he was keeping a force of young men with the Senecas with a smith and a trading house and that he also planned to send some men to the Onondagas, where the main trade with the far nations would pass. They planned to build a block house at the mouth of the Onondaga River. (“Onondaga River” did not mean what is now called Onondaga Creek, but rather what is now called the Oswego River where it enters Lake Ontario at Oswego.) Burnet’s men planned to live there along with a smith so they could be good neighbors to the Six Nations “and live as comfortably among you as they do here at home.” He explained that this would bring the beaver trade into Iroquoia along with cheaper goods. Governor Burnet explained that to show how much he wanted their beavers, he was wearing clothes made of beaver cloth. He asked the Six Nations to keep the path open for the far nations and to welcome the New Yorkers living in Seneca country as well as those who would be coming to Onondaga to build the new blockhouse.

Next Governor Burnet reminded the Six Nations that they had said they would send messengers to the Eastern Indians and take appropriate measures if the Eastern Indians continued to fight against New England. He said their continued friendship depended on them keeping their word, but he would leave it to the deputies from Boston to discuss the details.

On September 16th, the Six Nations met with the Commissioners for Massachusetts Bay. Despite the decision of Massachusetts Bay not to print records relating to their war with the Abenaki, the minutes of this meeting made it to England. They were not included in the Albany Indian Commissioner record books, but they are printed in O’Callaghan’s Documents Relative to the Colonial History of the State of New York, volume 5, beginning on page 723.  Massachusetts rehearsed the occasions on which the Six Nations had allegedly said they would take up arms against the Eastern Indians if they did not stop attacking New England and urged them to do so now that the Eastern Indians had refused to comply with all requests to stop fighting. The Six Nations said that they were still waiting for an answer to the belt of wampum which they had sent to King George in England. They reiterated the position of the Eastern Indians that they would not make peace until their land and hostages were returned. They said that because England and France were at peace, “this matter of Peace lieth with you.” The best way to move forward would be to for Boston to return its Indian captives.

“Tho the Hatchett lays by our side yet the way is open between this Place and Canada, and trade is free both going and coming and so the way is open between this place of Albany and the six Nations and if a War should break out and we should use the Hatchett that layes by our Side, those Paths which are now open wold be stopped, and if we should make war it would not end in a few days as yours doth but it must last till one nation or the other is destroyed as it has been heretofore with us.” The speaker blamed the Governor of Canada for pushing the Eastern Indians to keep fighting even though they were inclined to peace. They asked the Massachusetts commissioners to try themselves to make peace with the Eastern Indians, since the Six Nations’ efforts had not succeeded. They intended to remain at peace and were not forsaking their brothers.

The next day, on September 17th, the Six Nations renewed the Covenant Chain with New York and thanked the governor for providing a smith to the Senecas and Onondaga, for clearing the passage at Wood Creek and for encouraging the far Indians to come to trade. They agreed to the block house near Onondaga, but expressed concern about what the prices for goods would be. They asked that the proposed blockhouse be located at the end of Oneida Lake instead of at the mouth of the Onondaga River. They acknowledged having said that they would “resent it” if the Eastern Indians continued to attack New England, and agreed to speak to the Boston commissioners about it. The Senecas asked why Myndert Wemp, a smith who they found “good, kind, & charitable” had not returned after spending time there with Major Abraham Schuyler two years before.

A few days later, on September 19th, Governor Burnet addressed the Six Nations again. Burnet’s tone was testy, even autocratic, and reveals the rifts still present between the British authorities and the Albany traders. Burnet told the sachems that the English blockhouse needed to be at the mouth of the Onondaga River in order to control the beaver trade, and that it must be the bad advice of the Albany traders that led the Six Nations to prefer the Oneida Lake location. He also blamed the traders for suggesting that goods should be as cheap at Onondaga as at Albany despite the additional work involved to bring them there from Albany, and for suggesting that Abraham Schuyler and Myndert Wemp return. He said that Albany was interfering in order to preserve its own trade with the French and asked the Six Nations not to consult the Albany traders in the future. He told them that he, not the Six Nations, would appoint his officers, that he would not appoint Abraham Schuyler because “he has taken a wrong way to get himself named,” and that he was sending Harme Vedder and Myndert Wemp’s brother to the Seneca instead of Schuyler and Mydert Wemp. (In the end, however, he appears to have sent Myndert Wemp after all.) He said that if he knew who had put these false notions into the minds of the Six Nations he would punish them.

Burnet said that the Six Nations had admitted to the Boston commissioners that they had agreed to support Boston against the Eastern Indians. He was not happy with their decision to wait for a response from the King of Great Britain before taking up arms. He claimed that the colonies were authorized by the king to make war with Indians on their own without the king’s consent. Burnet insisted that if the Six Nations were so “unworthy and cowardly” as to refuse to make war, they must at least allow their young men to enlist as soldiers in Boston’s army. He gave them what he described as “a very large Present” and wished them a safe journey home.

The Six nations sachems replied by D’Kannasore (Teganissorens) that since the governor did not approve of the location at Oneida Lake, they wished him “joy” where he proposed to make it and hoped it would bring many beavers. He thanked the governor for wishing them a good trip home, for many of their leaders had been lost on such journeys. He asked how many people planned to settle at the end of the Onnondaga river, to which the governor estimated 40 or 50. Teganissorens explained that he had been appointed as speaker by the Six Nations on the governor’s recommendation and that they had agreed to take his advice. He asked the governor whether he would also accept his advice, which the governor said he would do on matters of consequence.

Governor Burnet also met with the Schaghticoke sachems and complained that some of their people had been involved in attacks on New England. The Boston Commissioners at the meeting accused individuals from Schaghticoke named Schaschanaemp and Snaespank of injuring settlers on the frontiers, acknowledging that people at Schaghticoke had formerly lived “on our frontiers”. They were still welcome to hunt there “on the Branches of our Rivers” and considered friends who should not harbor New England’s enemies. The Schaghticokes admitted that Schaschanaemp and another person had come through Schaghticoke and had gone to the Half Moon and Saratoga. They said that the attacks might have been committed by people who had left Schaghticoke to live in Canada. In response to Governor Burnet’s question as to why so many people were moving from Schaghticoke to Canada, they said that one group had left because they heard that they were going to be attacked next by the Indians who were attacking New England, but they did not tell the rest of the Schaghticokes before they left. The governor accused the sachems of having no command over their people and reminded them that a Tree was planted by a former governor for them to live under (a metaphor for Governor Edmund Andros’s policy of sanctuary for refugees from New England).

The Schaghticokes said the tree was decaying, its leaves withering, and they had only a little land now to plant on. Some of them had gone hunting peacefully on the New England frontiers two years before, but were taken prisoner and put in jail in Boston. Jacob Wendell, an Albany trader who became a merchant in Boston, rescued them, but without him they would have been treated as enemies. Some of those who had been jailed had now gone to fight against New England to revenge themselves. The Boston commissioners said they were jailed by mistake because they were on Pennecook River where Boston’s enemies lived, but they were freed as soon as the mistake was discovered.

The Schaghticokes ended by renewing the covenant and affirming the Tree of Peace and Friendship planted at Schaghticoke. They would turn down requests to fight with the Eastern Indians against New England and follow the lead of the Six Nations. They, like the Six Nations, were waiting to hear King George’s response to the wampum belt message sent to him. Governor Burnet renewed the covenant and gave them gifts.

The Albany Indian Commissioners records for September 1724 include one document not printed in O’Callaghan, the record of a meeting on September 19th between the commissioners and Governor Burnet. Burnet changed the makeup of the commissioners by removing Johannes Wendell and restoring Robert Liviingston Junior. He arranged to pay back Jan Wemp and Jacob Glen for financing the work done at the Wood Creek carrying place by Major Goose Van Schaick and David Vanderheyden. He also arranged to get additional work done there to make a bridge over the creek and remove trees from the Mohawk River channel. He appointed Harme Vedder to go the Seneca Country and specified that he get the canoes used there by Jacob Verplank.  He also laid out other details about work to be done in Iroquoia. Myndert Wemp or Juriaen Hogan were preferred as smiths at Onondaga, and tools were to be provided there, although he said he would need to get the funding confirmed by the New York Council.

Last but not least, Governor Burnet said that he would not allow any more money for the interpreter’s travel expenses except if the governor ordered him to go. The interpreter, Lawrence Claessen, traveled to Iroquoia on a regular basis and these trips were important in diplomatic relations between New York and the Six Nations. Burnet was making it more difficult for the Albany Indian Commissioners to conduct their affairs. Clearly matters were still not resolved between the governor and the commissioners.

Minute Book 3: 1723-November

The two observer-messengers (or spies) sent to Canada in October returned in November. They told the commissioners what they had seen there, but the commissioners asked them to repeat it with Lawrence Claessen present. Perhaps this was because the commissioners did not speak the Mohawk language as well as he did, or perhaps it was because they wanted to bring in his expertise in diplomacy. Either way, it shows how much they relied on him. For most of 1723, no members of the Schuyler family are included in the lists of those present at the commissioners’ meetings, and developments in October had already revealed that John (Johannes) Schuyler was conducting parallel diplomacy on his own. The commissioners may have felt that they were loosing their influence with the Six Nations and needed all the help that Claessen could provide.

In any case, the messengers confirmed that John Schuyler gave them wampum belts to take to three “castles,” i.e. native communities, in Canada: Cachnawage (Kahnawake) Kanighnoghquadee (Gananoque?) and Rondaxis. (The Rondaxes or Adirondacks were Algonquian speakers who lived at Three Rivers and Oka, according to p. 239 of the Livingston Indian Records.) Schuyler had not informed the commissioners about the belts, but he  sent them in the name of Boston and New York. Apparently he was working behind the Albany Indian Commissioners’ back with New York as well as Massachusetts.

Schuyler’s wampum belt messages asked the three castles to stop fighting with the French and Abenaki against New England in the ongoing hostilities known to historians as Dummer’s War. He also invited them to “use and Cultivate the Road from Canada hither and trade as Usual,” promising to remove any obstacles to doing so. “Hither” apparently meant Albany. Did Schuyler promise to restore the trade in Indian goods between Albany and Montreal, a short distance from Kahnawake? That trade had benefits for both native and French traders in the St. Lawrence Valley, as well as for many Dutch traders in Albany, even though the commissioners were working with New York’s Governor Burnet to suppress it.

The few Kahnawake leaders who were home when the messengers arrived promised to convey their message to those who were away hunting and fighting. They sent wampum belts in return to the belts brought by the messengers, but they were delivered directly to John Schuyler.

The commissioners also learned that the French and their native allies had asked more distant “upper and remote” nations to join the French side in Dummer’s War the following spring. The commissioners feared that this would not only put New England in peril, but also jeopardize the trade between those distant nations and Albany that they were trying to encourage. They sent Lawrence Claessen to the Seneca Country to engage paid messengers there to negotiate with those nations on Albany’s behalf, in particular they wanted to encourage the “Denighcariages”, a nation that, at least in the understanding of the commissioners, had joined the Six Nations that summer as the Seventh Nation. Claessen was told to assure the far nations that peace was being negotiated between the Eastern Indians and New England, the road to Albany though the Six Nations would be safe, and Albany had cheap and plentiful goods for sale.

The remainder of the entries for November concern the Schaghticoke Indians. Located north of Albany where the Hoosick River joins the Hudson from the east, Schaghticoke was on Mohican land and the path along the Hoosick was a well used road to the Connecticut Valley, one of the areas where New England was under attack. The Schaghticoke community were refugees under New York’s protection, mainly people displaced by settlers in New England and the lower Hudson, close allies of the Mohican. They were caught in the middle of Dummer’s War both geographically and diplomatically, since many were Abenaki themselves. The commissioners reproached them with leaving their homes and “Stragling & Scatter[ing]” from one place to another, instead of staying at Schaghticoke under the “Tree of Friendship and Welfare” that was the symbol for New York’s protection. People from Schaghticoke had even been seen on their way to Canada, where the commissioners undoubtedly feared that they would join the French. The commissioners believed that the Schaghticokes needed to appoint some leading men as sachems to keep them in one place, and persuade those who had left for Canada to come back.

The Schaghticokes acknowledged the agreement made almost half a century earlier with New York, joining them together and giving them protection at Schaghticoke. They said they wanted to stay there even if Canada offered them land. They agreed to consider the proposal to appoint leaders and try to bring back those who had left. They offered the commissioners gifts of venison and strings of wampum, as was customary. But the following day they said it would be impossible to get the people who had left to come back, since they had fled after committing robberies at Saratoga. They also pointed out that the Tree of Welfare was now bare at the roots, that is that their relationship with Albany was under a strain because they did not have enough land at Schaghticoke and the (Dutch) inhabitants there were harassing them. The Minute Book entry does not say what the commissioners knew well. The reason the Schaghticokes had little land left was that under New York law Albany owned that land and was leasing more and more of it out to Dutch farmers. It was Albany’s tenants who were harassing the Schaghticokes.

The Schaghticokes proposed that part of their people should move to Sinchjack, where there was still good land available. Sinchjack, which they also spelled as Sinkhaijck, probably refers to the area farther up the Hoosic River from Schaghticoke, near where the Walloomsac River flows into it in the vicinity of present day Williamstown Massachusetts. It was also known as St. Croix.  Its history is discussed in Arthur Latham Perry’s Origins In Williamstown, beginning on p. 114.

The Schaghticokes asked the commissioners to nominate leaders for them and to mend their weapons, as was customary. The commissioners agreed to all of this, including the move to Sinckhaijck. They nominated Nanratakietam, Aspenoot, Wapelanrie, Kakaghsanreet, Mashequant, and Akamsomett, with Nansasant as a successor if any of them passed away. They said it was essential to bring back those who had gone to Canada, and offered to forgive those who had committed faults, that is the Saratoga robbers. They also promised to stop the settlers at Schaghticoke from interfering with the Schaghticokes’ use of their land. They thanked them for the venison, promised to have their weapons mended, and gave them gifts of ammunition, shirts, and alcohol, with blankets for the elders Nanratakelam and Waleghlanret..

There are no entries in the Minute Book for December, so this concludes the summaries for 1723.

1633 June 8: Agreement for a Trading House on the Connecticut River (Pre-Minute Books documents)

vancurler_sickenames-drchny2-139The records that were bound together in the mid 18th century and labelled as “Minute Books” of the Albany Indian Commissioners had earlier precedents that were not included in those compilations. I am going to post copies of as many of these as I can find in order to look at how the Albany Indian Commissioners, and the diplomatic protocols they followed, evolved out of both European and Native American traditions.

Here is one of the earliest, an agreement made on June 8, 1633, between Jacob Van Curler, Commissary for the Dutch West India Company, and  Tattoepan, the chief of Sickenames, on the Connecticut River at what is now Hartford. Although framed by the Dutch as the purchase of a piece of land, this agreement contains the condition that the native owners will live there with the Dutch. The purpose of the agreement is clearly to allow the Dutch to build a “trading-house” that can be used by “all tribes of Indians,” even those in conflict with each other. The Dutch proceeded to construct a fort called Huys de Hoop . Sadly, the intent to keep things peaceful did not last and the trading house was soon caught up in the violence of Dutch-English-Pequot quarrels.
